Abstract: Анализируется правовое регулирование стадии производства по уголовным делам по вновь открывшимся обстоятельствам в аспекте воплощения в уголовно-процессуальном законе конституционных прав на судебную защиту и обжалование приговоров и других судебных постановлений. На основе анализа международных норм о праве на справедливое судебное разбирательство, предписаний Конституции Республики Беларусь и Уголовно-процессуального кодекса Республики Беларусь выявляются требующие устранения и разрешения пробелы и коллизии в правовом регулировании исследуемого этапа процессуальной деятельности. Делается вывод о необходимости совершенствования закона для повышения эффективности правоприменения и формулируются предложения по внесению изменений и дополнений в законодательство.=The article is devoted to the analysis of the legal regulation of the stage of criminal proceedings on newly discovered circumstances in the aspect of the implementation in criminal procedural law of the constitutional rights to a court defence and to an appeal of sentences and other judicial decisions. The author bases on the analysis of international standards on the right to a fair trial, the prescriptions of the Constitution of the Republic of Belarus and the Criminal Procedure Code of the Republic of Belarus reveals gaps and conflicts, requiring elimination and resolution, in the legal regulation of the examined phase of the procedural activity. The conclusion about the need of improving of the law to the aim of increasing the effectiveness of law enforcement is made and the proposals for changes and additions to the legislation are formulated.

Abstract: Исследуется влияние объективных процессов повышения гибкости рынка труда на социальную защищенность работников, обоснованы направления модернизации политики флексикьюрити. Выявлены связи между показателями флексикьюрити и прекаризации занятости, которые отражают не всегда положительные последствия реализации флексикьюрити, что объясняет необходимость ее трансформации. Показано, что белорусский рынок труда демонстрирует достаточно самобытные механизмы обеспечения баланса социальной защищенности и гибкости рынка труда, обоснованы направления совершенствования государственной политики занятости.=The article studied the effect of objective processes of increasing labor market flexibility on precarization (instability, insecurity) of employment, justified modernization directions of policy flexicurity. The identified correlation between the indicators of flexicurity and precarity does not always reflect positive impact of the implementation of flexicurity, which explains the need for its transformation. Belarusian labor market shows quite distinctive mechanisms ensure the balance of social security and labor market flexibility where precarity is associated in greater degree with employment, not unemployment. Identified risks of precarity require a transformation flexicurity policy in common for all the countries areas: creation of quality jobs; setting time limits on the use of fixed-term contracts; transformation of social protection based on using non-standard forms of employment.

Abstract: Обосновывается необходимость развития малого предпринимательства, изучаются основные проблемы, препятствующие развитию данного сектора. Определяются направления оценки и система показателей влияния малого бизнеса на экономическое развитие. Посредством корреляционно-регрессионного анализа определяется влияние малого предпринимательства на экономическое развитие. Подобный подход имеет важное значение в обосновании перспективных направлений развития рассматриваемого сектора экономики и осуществлении рациональной государственной поддержки его развития.=The necessity of development of small enterprise and studied the main problems hindering the development of this sector. At the same time, it is determined by evaluating the direction and influence of the system of indicators of small business for economic development. Through correlation and regression analysis is determined by the impact of small enterprise on economic development. Such an approach is essential in substantiating perspective directions of development of this sector and the implementation of a rational state support for its development.
