Накірункі заканадаўчай рэгламентацыі дзейнасці ўстаноў грамадскага харчавання ў канцы XVIII – пачатку ХХ стягоддзяў на тэрыторыі Беларусі

Abstract

Разгледжаны галоўныя напрамкі заканадаўча-прававой рэгламентацыі дзейнасці ўстаноў грамадскага харчавання ў канцы XVIII – пачатку ХХ стст. на тэрыторыі Беларусі. Заканадаўчае рэгуляванне падзелена на два этапы ў рамках акрэсленай храналогіі. На першым этапе (канец XVIII – першая палова ХIХ стст.) грамадскае харчаванне развівалася пад уплывам палітычнага фактара, звязанага з уваходжаннем беларускіх тэрыторый у склад Расійскай Імперыі. У гэты час адбываецца адаптацыя дзейнасці пунктаў харчавання да агульнарасійскіх нормаў. На другім этапе (другая палова XIX – пачатак XX стст.) падрабязна вызначаюцца санітарна-гігіенічныя патрабаванні да ўтрымання ўстаноў харчавання, уніфікуецца іх знешняя і ўнутраная атрыбутыка. Рэгламентацыі падлягае арганізацыя рэкрэацыі, лакалізацыя ўстаноў харчавання на мясцовасці, сацыяльны склад іх наведвальнікаў і рэжым працы. Умацоўваецца роля паліцыі ў забеспячэнні законнай дзейнасці пунктаў харчавання.=We considered the main directions of the legislative and legal regulation of the activity of catering institutions in the late XVIIIth – early XXth centuries on the territory of Belarus. Legislative regulation is divided into two phases within the framework of delineated history. On the first stage (the end of XVIIIth - first half of the ХIХ th century) catering developed under the influence of the political factor related with including the territory of Belarus into the Russian Empire. At this time, there happened an adaptation of the activity of catering to the all-Russian standards. On the second phase (second half of the XIXth – early XXth centuries) the details of hygienic requirements to the maintenance of the institutions are defined, external and internal attributes were unified. Regulations are subjected to the organization of recreation, localization of food establishments on the terrain, social structure of their visitors and their mode. The role of police is traced in the ensuring the legitimate activities of food locations.
