Западные исследователи о развитии белорусско-российской интеграции в конце ХХ – начале ХХI века

Abstract

Рассматриваются западные интерпретации процесса развития белорусско-российской интеграции. Показаны взгляды исследователей из США, Канады, Великобритании, Германии, Польши и других стран на проблемы и достижения во взаимоотношениях Беларуси и России. Отмечено, что западные эксперты указывают на объективные и субъективные стороны интеграционного процесса. Особое внимание представителями экспертного сообщества на Западе обращается на создание и функционирование Союзного государства, а также на влияние белорусско-российской интеграции на международную безопасность в Европе. Большинством исследователей подчеркивается переход в ХХI веке Минска и Москвы на прагматичную основу взаимоотношений. Западные эксперты отмечают, что каждая сторона пытается извлечь из интеграции выгоду для себя, а это нередко приводит Беларусь и Россию к противоречиям и конфликтам. Поэтому во многих публикациях на Западе содержится скепсис относительно успехов белорусско-российской интеграции.= The article considers the Western interpretations of the development process of the Belarusian-Russian integration. The author shows the views of researchers from the United States, Canada, United Kingdom, Ger-many, Poland and other countries on the problems and achievements in the relations between Belarus and Rus-sia. It is noted that Western experts point to the objective and subjective aspects of the integration process. Spe-cial attentions of representatives of the expert community in the West are drawn to the creation and functioning of the Union State, as well as the impact of the Belarusian-Russian integration on international security in Eu-rope. Most researchers emphasize the transition in the XXI century of Minsk and Moscow to a pragmatic basis of relationships. Western experts note that each side is trying to extract benefit from integration for itself, and this often leads Belarus and Russia to contradictions and conflicts. Therefore, many publications in the West contain skepticism about successes of the Belarusian-Russian integration.
