Территориальные основы организации местного самоуправления в государствах-членах СНГ

Abstract

В статье рассматриваются вопросы определения сущности понятия «территориальные основы организации местного самоуправления», структура, представленная в виде различных уровней. Особое внимание уделяется последним изменениям в конституционном законодательстве государств-членов СНГ в области проведения реформы АТУ, проводится анализ национального законодательства данных государств в области построения территориальных основ местного самоуправления. Делается вывод о наличии нескольких тенденций в области формирования территориальных основ организации местного самоуправления в государствах-членах СНГ.= the article discusses the issues of determining the essence of the concept of "territorial foundations of the organization of local self-government", the structure presented in the form of various levels. Particular attention is paid to the latest changes in the constitutional legislation of the CIS member states in the field of the ATU reform, an analysis of the national legislation of these states in the field of building the territorial foundations of local self-government is carried out. It is concluded that there are several trends in the formation of the territorial foundations of the organization of local self-government in the CIS member states.
