| dc.description.abstract | Использование кластерного подхода в экономиках стран в значительной мере способствует повышению их устойчивости и конкурентоспособности. В статье развиты теоретические аспекты управления процессом класте-ризации экономики в условиях турбулентной внешней среды, включая особенности реализации кластерных инвести-ционных проектов, формы и содержание инвестиционных кластерных проектов. Разработана модель создания и реализации кластерного проекта и методика, включающая этапы: 1) анализ внешней среды, оценка турбулентности внешней среды (предложены показатели турбулентности окружающей среды и уровни турбулентности); 2) определение цели кластерного проекта; 3) планирование этапов реализации кластерного проекта (обоснованы типы кластерных стратегий в разных условиях внешней среды); 4) определение источников финансирования реализации этапов кластерного проекта; 5) реализация этапов кластерного проекта по выбранной кластерной стратегии; 6) оценка эффективности реализации кластерного проекта (предложена система показателей). | ru_RU |

| dc.description.alternative | The use of a cluster approach in the economies of countries largely helps to increase their sustainability and competitiveness. Theoretical aspects of the management of the economy clustering process in the conditions of a turbulent external environment are developed in the article, including the features of the implementation of cluster investment projects, forms and maintenance of investment cluster projects. The creation and implementation model of the cluster project and the technique are designed, including steps: 1. Analysis of the external environment, the evaluation of the turbulence of the external environment (the indicators of the turbulence of the environment and turbulence levels) are proposed; 2. Determining the purpose of the cluster project; 3. Planning the stages of the implementation of a cluster project (the types of cluster strategies in different conditions of the external environment are substantiated); 4. Determination of sources of financing the implementation of the steps of a cluster project; 5. Implementation of the steps of a cluster project for the selected cluster strategy; 6.
