dc.descriptionThis article provides a comprehensive analysis of the administrative and legal status of internal affairs bodies in the Republic of Belarus as a fundamental category of administrative law, determining their position within the hierarchy of public authority. The results of the study reveal a number of systemic shortcomings in the legal status of territorial divisions of internal affairs bodies. Specifically, the fragmentation of the elements constituting their status, the lack of procedural tools for implementing certain governmental orders, and the dependence of operational effectiveness on the level of regulatory consistency in interagency cooperation are identified. The position is substantiated that the key, structure-forming compo-nent of this status is the competence block, requiring comprehensive legal and organizational support.ru_RU
dc.description.abstractВ статье осуществлен комплексный анализ административно-правового статуса ОВД Республики Бела-русь как фундаментальной категории административного права, посредством которой определяется положение указанных органов в иерархии публичной власти. Результаты проведенного исследования свидетельствуют о наличии ряда системных недостатков в правовом положении территориальных подразделений ОВД. В частности, выявлена фрагментарность составляющих их статус элементов, выявлена нехватка процессуального инструментария для осуществления отдельных властных предписаний, а также установлена зависимость эффективности деятельности от уровня нормативной согласованности межведомственного взаимодействия. Обоснована позиция, согласно которой ключевым, структурообразующим компонентом рассматриваемого статуса выступает компетенционный блок, нуждающийся в целостном правовом и организационном сопровождении.ru_RU
