Подчеркивается тесная связь образовательной стратегии государства с политикой самодержавия.= The article shows the situation that developed in the public education on the territory of Belarus in the middle of the XIXth century and reveals the grounds for opening the first normal school which laid the foundation for public schools teacher training system.
