Финансовая безопасность в структуре экономической безопасности Республики Беларусь: теоретико-правовой аспект

Abstract

Рассматривается проблема финансовой безопасности в структуре экономической безопасности Республики Беларусь. На основе критического анализа законодательства и юридической доктрины о понятии и элементах национальной безопасности государства установлено, что экономическая безопасность как один из ее основных составляющих элементов представляет собой сложную систему, состоящую из взаимосвязанных, взаимообусловленных и постоянно взаимодействующих структурных частей, основной из которых является финансовая безопасность. Обосновывается вывод, что финансовую безопасность белорусского государства целесообразно рассматривать как состояние финансовой системы государства, при котором гарантированно обеспечивается защищенность национальных интересов Республики Беларусь от внутренних и внешних угроз. Гарантированность защищенности должна предопределяться мониторингом финансовых отношений, своевременным прогнозированием внутренних и внешних угроз и эффективностью действующего финансового законодательства.= The article is devoted to the study of financial security in the structure of economic security of the Republic of Belarus. On the basis of critical analysis of legislation and legal doctrine on the concept and elements of the national security state established that economic security is one of its main constituent elements and is a complex system consisting of interrelated, interdependent, and constantly interacting structural parts, the primary of which is financial security. It is concluded that the financial security of the Belarusian state should be considered as the state of the financial system of the state, which guarantees the security of national interests of the Republic of Belarus from internal and external threats. The warranty security shall be predetermined by monitoring financial relations, the timely forecasting of internal and external threats and efficiency of existing financial legislation. The author argues the need for further research in the field of Belarusian legal science to the problems of the theory and practice of state-legal mechanism of ensuring financial security of the Republic of Belarus in the conditions of world globalization and regional integration.
