Методологические подходы к выявлению точек экономического роста и оценка возможностей их использования в Республике Беларусь

Abstract

Анализируются подходы к выявлению точек экономического роста. Выделены основные группы методов определения точек экономического роста территорий. Рассмотрена методика идентификации полюсов конкурентоспособности. Выявлены основные требования, которые необходимо учитывать при решении методической проблемы подбора индикаторов оценки социально-экономического развития территорий региона с целью выявления точек экономического роста. Исследована методика выявления точек экономического роста в регионе. Изучена методика определения потенциальных региональных точек/полюсов роста, предлагающая использовать комбинацию ряда количественных и качественных критериев. Отмечено сходство рассмотренных методик с методиками идентификации кластеров в регионах. Сделан вывод о том, что кластер можно представить как точку роста, ядро инновационно- ориентированной экономики, экономики знаний.= The article analyzes a number of approaches to identifying points of economic growth. The main groups of methods for determining the points of economic growth of territories are identified. The technique of identification of poles of competitiveness is considered. The main requirements that must be taken into account when solving the methodological problem of selecting indicators for assessing the socio-economic development of the region, in order to identify points of economic growth are considered. The method of identifying the points of economic growth in the region is investigated. The technique for determining potential regional points/poles of growth suggesting the use of a combination of a number of quantitative and qualitative criteria is studied. The similarity of the considered methods with the methods of cluster identification in the regions was noted. It is concluded that cluster can be represented as a growth point, the core of an innovation-oriented economy, knowledge economy.
