Анализ взаимосвязи и согласованности целей, задач и мероприятий государственной демографической политики Республики Беларусь

Abstract

Проанализирована взаимосвязь и согласованность целей, задач и мероприятий, отражённых в основных нормативных программных документах Республики Беларусь. Выявлен уровень и цели каждого из документов. Установлена основная цель демографической политики Республики Беларусь – стабилизация численности населения на уровне 9,4–9,5 млн чел. и увеличение ожидаемой продолжительности жизни. На основании выполненного анализа мероприятий по достижению цели Программы «Здоровье народа и демографическая безопасность» предложена их классификация, выстроена целевая цепочка, выявлены возможные проблемы при достижении целей, а также основные направления воздействия целей на демографические переменные. В ходе анализа нормативных документов выявлена целевая установка на то, что ценность современного поколения выше будущих.= The article provides an analysis of the relationship and concurrency of the goals, objectives and steps reflected in the main regulatory program acts of the Republic of Belarus. The interrelation and goals of each of the documents are revealed. The main goal of the demographic policy of the Republic of Belarus was also established as: stabilization of the population at the level of 9.4–9.5 million people and an increase in life expectancy. Due to the analysis of steps to achieve the goal of the “Health of the people and demographic security” program, their classification was proposed, the target chain was built, some problems were encountered during achieving the goals, as well as the main directions of the impact of goals on demographic variables. Due to the analysis of the normative documents, a mindset was revealed that the value of current generations is higher than the future ones.
