Инновационная среда как платформа для эффективной модернизации в Республике Беларусь

Abstract

Рассмотрены вопросы тесной взаимосвязи инноваций и эффективной модернизации. Приведена авторская трактовка сущности инноваций и инновационной продукции с точки зрения национальной статистической методологии. На основании обширных статистических материалов выявлены тенденции развития инновационной среды в Республике Беларусь, показаны ее особенности и нежелательные тенденции. Для перехода от благоприятной инновационной среды к высокой конкурентоспособности наиболее эффективным, а в большинстве случаев и единственно возможным инструментом автор считает модернизацию на основе отечественных и заимствованных инноваций. Автор акцентирует внимание на том, что при анализе инновационности необходимо оценивать ее уровень применительно не к объекту модернизации и отечественному экономическому пространству, а в мировом масштабе.= The article considers the close relationship between innovation and effective modernization. The author’s interpretation of the essence of innovation and innovative products from the point of view of the national statistical methodology is given. Based on extensive statistical materials, trends in the development of the innovative environment in the Republic of Belarus are identified, its features and undesirable trends are shown. The transition from a favorable innovation environment to high competitiveness is the most effective, and in most cases the only possible tool, the author considers modernization based on domestic and borrowed innovations. The article notes the need to improve the innovation environment in the Republic of Belarus. The author emphasizes the importance of evaluating innovativeness in assessing its level not as applied to the object of modernization, and not even to the domestic economic space, but on a global scale and according to international criteria.
