Формирование цифровых торговых платформ: внедрение механизма «единого окна» во внешнеэкономическую деятельность государств-членов ЕАЭС

Abstract

В статье обозначена тенденция организации непрерывного торгового процесса как результат формирования «связанной» цифровой экономики. Проанализирован опыт некоторых стран по построению цифровых торговых платформ на базе интеграции автоматизированных таможенных систем и систем «Единого окна» в целостную цифровую экосистему, объединяющую все вовлеченные во внешнюю торговлю стороны. Выявлено, что для интеграции на базе единой цифровой платформы ЕАЭС (основу которой составит Интегрированная информационная система) с целью эффективного взаимодействия государственных органов государств-членов ЕАЭС необходимо объединить информационные ресурсы национальных систем «Единого окна». Отмечен положительный экономический эффект от перехода на электронное взаимодействие государственных органов государств-членов ЕАЭС. Выделены некоторые проблемы внедрения механизма «Единого окна» во внешнеэкономическую деятельность стран ЕАЭС, от мечены достижения в данном направлении. Предложено первоочередное построение цифровой торговой платформы ЕАЭС, учитывая наибольшую проработанность внешнеторговых вопросов на наднациональном уровне в рамках ЕАЭС.=The article outlines the tendency of the organization of the continuous trading process as the result of the formation of a "related" digital economy. It is analyzed the experience of some countries in the construction of a digital trading platform on the basis of the integration of automated customs systems and Single Window systems into an integrated digital ecosystem that unites all parties involved in foreign trade. In the article it is determined that for integration on the basis of a single digital platform of EAEU (which will be based on the Integrated Information System) with the aim of effective interaction of state bodies of the EAEU member states, it is necessary to unite the information resources of the national systems of the Single Window. The positive economic effect from the transition to electronic interaction of state bodies of the EAEU member states is noted. The article highlights some of the problems related to the implementation of the Single Window mechanism in the external economic activity of the EAEU countries, and notes the achievements in this direction. The construction of the digital trading platform of EAEU is proposed, taking into account the greatest elaboration of foreign trade issues at the supranational level of EAEU.
