Павятовыя ўстановы па кіраванні земскай гаспадаркай на тэрыторыі Беларусі (1903 – 1911 гг.): структура і функцыі

Abstract

Разглядаюцца функцыі і структура павятовых устаноў па кіраванні земскай гаспадаркай у Віцебскай, Магілёўскай і Мінскай губернях на працягу 1903–1911 гг. Раскрываецца праблема ажыццяўлення земскай рэформы і гісторыя стварэння земскіх упраўленняў на тэрыторыі Беларусі, асноўная задача якіх заключалася ва ўсебаковым развіцці і паляпшэнні гаспадарчага стану краю. На падставе аналізу заканадаўчых крыніц і матэрыялаў справаводства паказваецца кола паўнамоцтваў павятовых устаноў па рэалізацыі сацыяльнай, эканамічнай і культурнай палітыкі на месцах. Ахарактарызаваны парадак фарміравання павятовых органаў кіравання земскай гаспадаркай. Разглядаюцца структурная арганізацыя і функцыі павятовых камітэтаў. Вызначаны асабовы склад і парадак дзейнасці служачых павятовых упраў. Зроблены высновы, што павятовыя земскія ўпраўленні ў беларускіх губернях уяўлялі сабой асаблівы тып адміністрацыйных устаноў з элементамі мясцовага самакіравання, а парадак іх фарміравання засноўваўся на непасрэдным прызначэнні служачых, а не іх выбарнасці.= the article covers the functions and structure of County institutions of the local economy in Vitebsk, Mogilev and Minsk provinces in 1903-1911. It reveals the problem of the zemstvo reform implementation and the process of the zemstva establishment on the territory of Belarus, whose main task was to fully develop and improve the local economic state. Based on the analysis of legislative sources and records, it shows the County institutions terms of reference for social, economic and cultural policy implementation on the ground. the article describes the way of the County institutions formation to run the local economy. the structural organization and functions of County committees are considered as well. Besides it defines the stuff and the employees' activity procedure of the County government. It is concluded that the County Zemstvo offices in the Belarusian provinces were a special type of administrative institutions with elements of local self-government, however their formation process appeared to be the direct appointment of employees instead of electability.
