Abstract: The paper provides a comparative analysis of the UN's and the CoE's approaches towards the protection of the freedom of expression online. To this end, the relevant instruments of soft law, hard law, and case law are discussed. Increased emphasis is given to outlining conditions for permissible Internet censorship.
