Abstract: The article examines the stages in the legislation. These laws regulate the protection of monuments of architecture. This aspect affects the territory of Belarus in the 19th early 20th century. Analyzed government attempts to legitimize the mechanisms of accounting, collection and systematization of information. The monuments are part of the historical and cultural heritage.
