| Abstract: | У ходзе рэформы мясцовага кіравання быў уведзены інстытут земскіх начальнікаў. Новыя органы кіравання атрымалі значныя паўнамоцтвы для ажыццяўлення ўлады ў вёсцы. У іх абавязкі ўваходзіў кантроль за сялянскім самакіраваннем, пазямельнае ўладкаванне, вырашэнне канфліктаў, якія пры гэтым узнікалі. Асаблівасцю новага інстытута ўлады была наяўнасць судовых паўнамоцтваў. Кола абавязкаў земскіх начальнікаў пашыралася, што было звязана з сацыяльнымі і палітычнымі зменамі ў краіне. У сувязі з гэтым яны павінны былі кантраляваць і пытанні сялянскага перасялення. У артыкуле разглядаецца дзейнасць земскіх начальнікаў па рэгуляванні пытан-няў перасялення сялян у іншыя рэгіёны Расійскай імперыі, адлюстравана трансфармацыя іх паўнамоцтваў у гэтай сферы, паказаны змены ў іх дзейнасці, звязаныя з сацыяльнымі і палітычнымі пераўтварэннямі. |
| metadata.local.description.annotation: | During the reform of local government, the institution of district captains was introduced. The new authorities received significant powers to exercise power in the village. Their powers included control over peasant self-government, land regulation, and resolution of conflicts that arose. A feature of the new institution of power was the presence of judicial powers. The range of responsibilities of district captains expanded, which was associated with social and political changes in the country. In this regard, they had to regulate issues of peasant resettlement. The article examines the activities of district captains in regulating issues of peasant resettlement to other regions of the Russian Empire, reflects the transformation of their powers in this area, and shows changes in their activities associated with social and political transformations. |
