dc.descriptionThe article investigates the role and place of state programs realized in the Republic of Belarus in the system of the national legislation regulating the realization of the ecological and innovation policies of the state. The expediency of the legal consolidation in the legislation of the Republic of Belarus provisions focused on the use of the potential of the scientific and technical progress in the course of the development and realization of state programs in the ecological sphere of the life of the society is substantiated. The author’s recommendations on improving the legislation of the Re-public of Belarus on the state planning of the innovation development aimed at supporting the scientific and technical progress and innovations in the field of the environmental protection and the rational use of natural resources are for-mulated and substantiated. The provisions of state programs realized in the Republic of Belarus, aimed at supporting the development of science, energy, the agro-industrial complex, transport and construction, are researched in the context of their role in the realization of the ecological and innovation policies of the state.ru_RU
dc.description.abstractВ статье исследуются роль и место реализуемых в Республике Беларусь государственных программ в системе национального законодательства, регулирующего осуществление экологической и инновационной политики государства. Обоснована целесообразность юридического закрепления в законодательстве Республики Беларусь положений, ориентированных на использование потенциала научно-технического прогресса в ходе разработки и реализации государственных программ в экологической сфере жизнедеятельности общества. Сформулированы и обоснованы авторские рекомендации по совершенствованию законодательства Республики Беларусь о государственном планировании инновационного развития, направленные на поддержку научно-технического прогресса и инноваций в области охраны окружающей среды и рационального использования природных ресурсов. Исследованы положения реализуемых в Республике Беларусь государственных программ, ориентированных на поддержку развития науки, энергетики, агропромышленного комплекса, транспорта и строитель-ства, в контексте их роли в реализации экологической и инновационной политики государства.ru_RU
