Abstract: Демонстрируется конкретно-исторический подход к формированию кадровой деятельности в организациях, состоящий в выявлении особенностей формирования и развития кадровых служб в развитых странах и Республике Беларусь, на основе изучения периода административно-командного управления экономикой, наложившего отпечаток на реализацию современной кадровой деятельности. Показано отличие предлагаемого подхода от существующих, систематизированы известные подходы к реализации кадровой деятельности. Дано авторское определение кадровой деятельности (как непрерывно организованного процесса, который выступает составным элементом всей системы бизнес-процессов, происходящих в организации, и происходит в условиях взаимодействия с внешней средой, характеризующейся наличием информационной асимметрии, экономии трансакционных издержек и оппортунистического поведения агентов) на основе сочетания институционального, системного, процессного и ситуационного подходов. = In the article a concrete historical approach to the formation of human resources management activities in organizations is presented, consisting in identifying the features of formation and development of human resources services in developed countries (on the base of studying the period of management of command economy, which affected the implementation of modern human resources management activities), in contrast to existing approaches that consider the evolution of human resources services , excluding country differences or characteristics of human resource management in developed countries. Existing approaches to the implementation of human resources management activities are systematized. The author's definition of human resources management activities (organized as a continuous process, which on the one hand, is a component of the entire system of business processes in the organization, and on the other - occurs in interaction with the external environment, characterized by the presence of information asymmetries, transaction costs and opportunistic behavior of agents) based on the combination of institutional, system, process and situational approaches in management is presented.
