Методы повышения инновационной активности в сфере труда в контексте реализации программ социально-экономического развития Республики Беларусь

Abstract

В статье проведен сравнительный анализ Программы социально-экономического развития Республики Беларусь на 2011-2015 гг. и проекта аналогичной программы на 2016-2020 гг., на основе чего выявлены методологические проблемы в их содержании; выделены приоритетные задачи и индикаторы для реализации программы в 2016-2020 гг., позволяющие достичь ее основной стратегической цели; уточнено понятие «сфера труда», на основе чего, при рассмотрении категории «инновационная активность», дана трактовка и раскрыта сущность процесса «инновационная активность в сфере труда»; обозначены организационные аспекты реализации Программы социально- экономического развития Республики Беларусь в 2016-2020 гг. с определением функций координационного центра в решение приоритетных задач повышения инновационной активности в сфере труда; как инструмент реализации программы 2016-2020 гг. в условиях ограниченности государственных инвестиций, наряду с другими доведена необходимость разработки и реализации социальных проектов.=In the article is carried out the comparative analysis of the program of the social and economic development of Republic Belarus' on 2011-2015 the yr. and the project of analogous program on 2016-2020 the yr., on the basis of what are revealed methodological problems in their content; are isolated priority tasks and indicators for the implementation of program in 2016-2020 the yr., which make it possible to achieve its basic strategic goal; is refined concept “sphere of labor”, on the basis of what, with the examination of category “innovation activity”, is given treatment and it is opened the essence of process “innovation activity in the sphere of labor”; are designated the organizational aspects of the implementation of the program of the social and economic development of Republic Belarus' in 2016-2020 the yr. with the determination of the functions of coordination center into the solution of the priority problems of increasing the innovation activity in the sphere of the labor; as the tool of the implementation of program 2016-2020 yr. under limitedness conditions of government investments, together with others is led the need for development and realization of the social projects.
